Do structural defects from a building inspection report need to be signed off by a registered builder?

Under the REIWA standard Offer and Acceptance contract used in Western Australia, any structural defect repairs identified in a building inspection report must be carried out and signed off by a registered builder or structural engineer depending on the defect.
